In the text I found a five year old girl selling lemonade. Then four government employees approached the little girl's kiosk to make a movie and they read the newspaper's contents about not having a trade license. Afterwards his father and daughter were fined but the local government apologized to the little girl and she said the fine would be immediately canceled because she only sells lemonade to the people who go to music festivals.
